Electrical Network Standardization Program 

The Electrical Network Standardization Program (PRONE), created by Law 1117 of 2006, is a national government initiative for financing eligible plans, programs or projects according to the rules established by Decree 1123 of 2008 and whatever regulations that may substitute or complement the same, which will be valid for the same period of time as the different funds that finance the Program.

The Electrical Networks Standardization will be funded with up to 20% of the resources collected by the Fund for the Electrification of Interconnected Rural Areas (FAER), in accordance with Article 1 of Law 1117 of 2006 Law and together with the resources provided by Article 68 of Law 1151 of 2007, with the adjustments established by CREG Resolution 003-2008 and those that may replace or modify the same. This responsibility will be handled by the Administrator of the Commercial Exchange System (ASIC), who will collect the corresponding amount from the owners of the assets that make up the National Transmission System (STN) and will deposit the collected sums within three (3) days of their receipt to an account assigned by the Ministry of Finance and Public Credit.

 

Prioritization of plans, programs or projects. After the fulfillment of the requirements established in this decree and in its regulation has been verified, the project prioritization procedure will be carried out taking into account the following criteria, along with the weighting factors established during each call for proposals:

 

  • The lowest cost per user.
  • The greatest number of users from below average neighborhoods included in standardization investment projects completely executed by the Network Operator.
  • Whenever the Ministry of Mines and Energy defines certain priority areas, a special additional weight will be assigned to the proposals of network operators who intend to carry out projects in said areas
The PRONE Management Committee approved $41.134 million in financial resources for 53 electrical network standardization projects grids in below average neighborhoods, which will benefit 36.749 users in the departments of Atlántico, Bolívar, Córdoba, La Guajira, Magdalena, Santander, Sucre and Tolima.  Final Allocation-CAPRONE (Spanish)
According to the selection process carried out by the Ministry of Mines and Energy for contracting technical assistance and the administration of resources approved by the PRONE Management Supporting Committee and the FAER Management Committee for the 2006 period, the following enterprises will be responsible for said tasks: "Gensa S.A.-ESP", "Electric Company of Huila S.A.-ESP" and "Electric Power Stations of Norte de Santander S.A.-ESP."  PRONE Projects-October-24- 6 (Spanish)
Through the Supporting Committee for the Management of the Electrical Network Standardization Program (PRONE), resources worth $5.758 million have been allocated to date for the purpose of carrying out the standardization of electric power supply for 5.670 users located in below average neighborhoods within the municipalities of Ambalema, Armero-Guayabal, Ibague, El Banco and Cartagena.    PRONE Projects--June-15-06 (Spanish)
In its November 24th of 2005 meeting, the Supporting Committee for the Management of the Electrical Network Standardization Program (PRONE) approved the allocation of resources worth more than $9.260 million to seven (7) projects for the Standardization of Electrical Networks Normalization. Circular 18046 (3/October/2007), intended for Local authorities and Network Operators, on the procedures for projects submitted before the FAER and PRONE. Projects will be returned in order to make adjustments and can be re-submitted from January 2nd of 2008 onward.

PRONE Call for Proposals 01 of 2010
All the projects received were evaluated on February 23rd of 2010 at 4:00 pm in the "Juan Pablo Manotas" conference room, located on the second floor of the Ministry of Mines and Energy, according to the guidelines of the PRONE call for proposals No. 001 of 2010. A call for proposals aimed at selecting project developers has been published on March 30th of 2010.

PRONE Call for Proposals 001 of 2011
This call is open to Network Operators who provide electrical energy service to municipalities in the Departments of the Caribbean Region and Nariño, for the allocation of resources from the Electrical Network Standardization Program (PRONE).
