RETIE

The Ministry of Mines and Energy reports that Resolution 90708 (in Spanish) was issued on August 30th of 2014 , in order to issue the new Technical Regulations for Electrical Installations (RETIE). In addition, Resolutions 90907 of 2013 (in Spanish) and 90795 of 2014 (in Spanish) have been corrected to clarify certain articles of the General Annex to the 2013 RETIE from Resolution 90708 of 2013 (in Spanish). The latest version of the General Annex to the RETIE takes into consideration the Resolutions that have been previously mentioned.

Certification of the Inspectors and Technical Directors of Inspection Entities

According to section 32.1.3 Certification Entities for Natural Persons of the General Annex to the RETIE, the professional competence of technical directors or professionals who issue opinions concerning this matter as well as that of inspectors who carry out verification must be proven with a certificate of professional competence, which can be requested starting March 30th of 2015. Considering there is a current lack of at least two ONAC certified entities throughout the national territory that may certify professional competence, the Ministry hereby reports that a number of Universities received a positive technical evaluation under the competence certification project and therefore have been temporarily authorized to carry out this task, as follows:

  • Universidad del Valle
  • Universidad Nacional de Colombia – Bogota Campus
  • Universidad Nacional de Colombia – Manizales Campus
  • Universidad Distrital Francisco José de Caldas
  • Universidad Tecnológica de Bolívar
  • Universidad Pontificia Bolivariana
  • Institución Universitaria Pascual Bravo
  • Universidad de la Costa
The certification of competences shall be evaluated by means of a knowledge exam (written, theoretical) and a performance evaluation (on the ground, practical). Interested individuals shall be certified in their competences if they pass both the knowledge exam as well as the performance evaluation with a percentage of at least 80%. If the interested party does not obtain a score of 80% in the knowledge exam, then their performance evaluation cannot take place. In both exams, the interested parties must presented their identification document and professional license in order to confirm their identity. The areas covered by the certification are the following (each area requires independent certification):
  • Generation
  • Transmission
  • Distribution (includes S/E).
  • End Use (includes distribution and transformation associated to end use):
    • Basic or General, including special environments (elevators, fire alarm systems, Jacuzzis, pools, locations with a high concentration of people, among other similar cases)
    • Classified Environments (Dangerous).
    • Medical Assistance
    • Mines

For the End Use area, the first knowledge exam shall take place at the previously listed Universities on November 08th of 2014.

All other guidelines must be directly requested from the University selected by the interested party.
