Diego Mesa
Vice-Minister of Energy
Economist from Concordia University, Canada. He has a Master's Degree in Economics from McGill University, Canada, and is a Certified Financial Analyst from the CFA Institute, United States. He has over 13 years of experience providence advice to governments and companies on economic, tax and fiscal issues concerning the mining and energy sector.
Within the multilateral banking field, Diego Mesa has worked as an economist for the International Monetary Fund, where he led and participated in over 35 missions that provided advice to several governments regarding the drafting of public policies for extractive industries, including those of Mexico, Colombia, Sudan, Trinidad and Tobago, Bolivia, Guyana, Lebanon, Albania, Kenya, Mozambique, Papua New Guinea, Uganda and Nigeria.
As manager and chief economist for PricewaterhouseCoopers in Canada, he has given advice to both the public and private sectors with respect to structuring and developing infrastructure as well as for mining and energy projects.
The new Vice-Minister is the author of well-known publications and has participated in international forums on tax-related issues for the extractive industries.

Carolina Rojas Hayes
Vice-Minister of Mines
She is an economist from Los Andes University with a Master's Degree in Public Policies from the University of Chicago. She has over 15 years of experience in the design and implementation of policies for the mining and energy sector as well as in financing involving multilateral banks.
Inside the public sector, she served as the Vice-President of Promotion and Support in the National Mining Agency, from where she led the structuring and execution of the promotion strategy of the mining sector, as well as supporting both small and medium size mining activities. She was also an advisor to the Office of the Minister and Deputy Director of Financing with Multilateral Entities and Governments at the Ministry of Finance and Public Credit. Additionally, she was a professional within the International Reserves office at the Bank of the Republic.
Within the multilateral sector, she has served as the Senior Executive of CAF, the Latin American Development Bank and was a consultant for the World Bank and the Inter-American Development Bank in Washington.
Duties
According to Decree 381 of 2012Article 11. Office of the Vice-Minister of Mines: The duties of the Office of the Vice-Minister of Mines are the following:
- Advice the Minister during the formulation of policies and action plans for mining, and providing assistance during the corresponding duties of directing, coordination and control.
- Review the evolution of the mining sector and propose policies and actions for growth.
- Promote efforts derived from the signing of treaties, agreements and conventions, enabling the development of the mines subsector.
- Advice the Minister during the coordination of the implementation of sector policy by attached and affiliated entities related to the mining sector.
- Present proposals to the Minister concerning policies, plans and strategies for the development of small-scale mining and the formalization of traditional, artisanal and informal mining activities.
- Advice the Minister for designing policies and strategies seeking the promotion and development of medium-scale and large-scale mining activities.
- Assist the Minister during his interactions with the Congress of the Republic and follow the path taken by draft legislation related to the mines subsector.
- Review the periodic or occasional reports related to the mines subsector which must be submitted to the Minister by the various offices of the Ministry and the affiliated or attached entities as well as submit any relevant observations.
- Assist the Minister during the coordination of the implementation of sector policy by the attached and affiliated entities of the energy sector.
- Assist the Minister with the international efforts of the Ministry
- Any other assigned duties
